The China Nonferrous Metals Industry Association said in a report on May 26 that after a nine-month delay, the European Commission will resume anti-dumping duties on imports of rolled aluminium products originating in China from July 12.
The EU Commission’s final ruling, issued in October 2021, showed that the rate of anti-dumping duties would be between 14.3% and 24.6%.
On August 14, 2020, the European Commission launched an anti-dumping investigation on aluminum rolled products originating in China.
The committee issued a rule on October 11, 2021, imposing final anti-dumping duties on aluminum rolled products imported from China, but also passed a decision to suspend the related duties.
Flat-rolled aluminum products include coils 0.2 to 6 mm, sheets ≥ 6 mm, and coils and strips 0.03 to 0.2 mm thick, but are used in beverage cans, automotive panels, or aerospace applications.
Affected by the trade dispute, China’s exports of aluminum products to the EU declined year-on-year in 2019.
In 2021, China exported 380,000 tons of aluminum products to the EU, down 17.6% year-on-year, according to data from CNIA research institute Antaike.Products include 170,000 tons of aluminum sheet/strip.
Under the EU plan, Chinese exporters should declare a carbon border tax from 2023, with duties imposed on products that do not comply with carbon emissions regulations from 2026.
In the short term, this will not affect China’s exports of aluminium products to Europe, but the challenges will increase in the coming years, the sources said.
